Expenditures in the healthcare market are characterized by a
high level of uncertainty. Unlike a pension-system where benefits
can be assessed based on a defined-contribution or defined-benefit
approach, a healthcare-system could actually be described more as a
service defined system, which will be denoted as undefined-benefit
system. In this webinar will be discussed how different factors
affect both systems differently, how certain features of social
protection systems take on different realities in healthcare and
pension and how fundamental is the role of the actuary in such
after retirement schemes.

Raffaello Marcelloni is an Italian fully
qualified actuary.
Raffaello Marcelloni started his career at the Actuarial
Department of INAIL (National Workers' Compensation Authority).
After a four-year working experience at INPS (National Social
Security Institute), he is currently working again at INAIL.At IAA
he is a Board member of the PBSS section, where he holds the role
of treasurer too, and of the Social Security Subgroup of IAA
representing the Italian actuarial association. He is also active
in the Actuarial Association of Europe (AAE) being an observer of
the Social Security Subcommittee and member in many task forces.e
is currently vice-chairing the Technical Commission of Statistical,
Actuarial and Financial Studies at the International Social
Security Association.He has participated in many national and
international events as a speaker and has published several papers
for AAE, INAIL and for the Italian "Employment injuries and
occupational diseases journal".

Ibrahim Muhanna founded Muhanna & co.
(Actuarial & Consultants) in 1986; Omnilife insurance company
in the UK. He has advised 56 insurers, 25 governments,
and other clients in 38 countries. He has written several papers
& delivered over 550 presentations on actuarial, financial
awareness, & governance issues in 60 countries. Mr. Muhanna
provided instrumental advice to various governments while reforming
their national social protections schemes. He is also served as a
member of the IAA Executive Committee and is actively involved in
other IAA Committees & Sections. For example, he was the
Chairperson of the Steering Committee of the IAA Education Program.
The founding member of the IAA Health Section and served as a vice
chair until 2005. The vice-chairman of the actuarial technical
commission of the International Social Security Association
(ISSA).The first Chairman of the Cyprus Actuarial Association,
member of the Swiss Association of Actuaries and he is at
Past President of the Lebanese Association of Actuaries.
In 2007, he was awarded "The National Order of the
Cedar" by the Lebanese President. The award is in
recognition of his great service & devotion to the Nation.
